There is the theory that it's a nicked dalek that has been dumped. The RT forum is having a lot of fun with it. Big thanks to Jono - I'd have seen this elsewhere I'll be bound; aside from the above it's also on Kasterborous, but the fact remains that I saw it here first. And it really has to be the most intriguing DW-related picture I've seen in ages! Besides which, it looks fairly intact from the photo which is not what you'd expect if it had been there for 25 or so years. The most likely explanation is that it is a fan-made Dalek and has been dumped there relatively recently.
